Ok Removing that file just resulted in;

make[3]: Entering directory `/home/chris/cvs/gnucash-test/po'
make[3]: *** No rule to make target
`../src/import-export/hbci/hbci-progressmon.c', needed by
`gnucash.pot-update'.  Stop.
