budgeting as a plugin

I didn't get around to converting everything.

Yes.  Use a gnc_plugin to install a menu item into the main window that
will invoke the budgeting gui, and then use a gnc_plugin_page to provide
the budgeting gui and any menu items that operate on that gui.
