cannot make gnucash-docs-1.8.2/1.8.3

I use Debian/Woody. I installed gnucash 1.8.8 without problems worth mentioning and I can 
say now the application works fine.

This done I started to install gnucash-docs-1.8.3 (I hope, that is the 
latest version?):
the configure-script finished well but make runs in difficulties: 
somebody tries to connect to "www.oasis-open.org" to get any docbook...dtd....
The same result I got trying to install gnucash-docs-1.8.2

and the most exciting problem for me: not only "make" cannot connect to 
www.oasis-open.org but "mozilla" cannot do also (- whereas "ping" can 
connect as well as MS-IE).
This is the first time I see such a behaviour on my PC.

I show you the problem report written to stdout from "make"

2 days before I send this mail to the gnucash user mailing list - but no answer returned;
so I send it to you  and I hope somebody can help me.
