TaxTable problems in CVS HEAD?

Could be.  Or it could be some other library dependency issue.

The upcoming release is based on the 1.8 branch, not HEAD.  Can you
test it in the 1.8 branch?

Try this attached patch and see if it fixes the problem.  (if not,
something bigger is going on).
