more Fun With Encoding

I'm not really sure how to fix this.

guile-strings.c is generated by xgettext.scm.

I don't think there's any re-encoding going on.

Do I need to make some change to 
src/business/business-reports/easy-invoice.scm?

or xgettext.scm?  or is it safe just to make sure 
[encoding: UTF-8] gets stuffed into POTFILES.in?
