with svn 12259, I don't think the behavior has changed. totd floats  
if invoked from the help menu, but not if it comes up on launch. Main  
window comes up the wrong size if totd appears on launch.

Curiously, if totd comes up on launch, and the scheduled transaction  
window also comes up on launch, the main window gets to be the right  
size.
