I don't know.  As you can see below, it's packaged as part of
umb-scheme-3.2-35:

I would certainly agree that gnucash's strange modularization is the
culprit.  I only with Rob Merkle, Dave Peticolas, Bill Gribble, and
the other people responsible for this were still around to answer.
