Proposal: Release 1.9.0 today

Tarballs are totally fine. We shouldn't bother with anything precompiled 
during this 1.9.x series. We can consider this issue again for 2.0.0, but 
now.

Ok, as now the bugs in bugzilla according to 
http://wiki.gnucash.org/wiki/Release_Schedule don't seem to cause any 
immediate crash and/or immediate data loss, I would actually propose to 
GO FOR IT! Let's have a 1.9.0 today! Yeah! :-)

I've prepared a draft announcement here:

Chris, you should be able to directly copy&paste it into everywhere where 
needed. Or anyone else could still edit it and improve the english in there.

Chris would then prepare the tarball, tag the CVS -- err, how is this done in 
SVN? Then let's have a 1.9.0 tonight and we'll see how many people will show 
up during the next weeks...
