news item formatting, atom feed

The Atom spec has sane handling of encoding HTML, which our feed
generator makes use of.  While any html tags in the title ("<b>" is used
in particular) are removed, all formatting in the body is escaped.  As
such, I've re-encoded the 1.9.8 news item with appropriate <li>'s
(instead of textual '*' bullets) and <a href[...]>'s for the urls.
Hopefully future news items will use the 1.9.8 as a template, and share
the same rich formatting.
