r13621 - Synchronise with QOF 0.6.3

Hi,

maybe it is my fault, but I needed to add #include <locale.h> to
libqof/backend/file/qsf-backend.c, because gcc complained about
implicit declarations of setlocale, LC_ALL, etc.
