Patch to README.dependencies for Mandriva 2007.0 package versions

I hope this is the right place to send this. If not, I'm sure someone will 
straighten me out...

While I was working on the autogen.sh problem I mentioned in my previous 
thread, I noticed that the README.dependencies file had info for Mandriva 
2006, but not 2007, so I put it together as best I could. I wasn't sure if 
the dates on the releases were release dates or dates the info was compiled, 
so I chose the latter. I also couldn't reach the rutgers mirror, so I used 
the proxad one I use for my updates. I also added a note about the need for 
the -devel packages. I used "svn diff"; I hope this is the correct patch 
format. I hope this is of some use.
