Yup, running it again fixed the problem. Thanks. Though I'm not clear
as to what exactly was the problem. The file
/usr/share/aclocal/guile.m4 already existed before this second run. It
also seemed to define  GUILE_MODULE_AVAILABLE.  What changed the
second time around?
