Compiling GNU Cash

Dear Sir/Madam,
I have GNU Cash 2.1.5 installed on my Windows XP computer.
It does not run if I am not using an admin account.
I would like to run GNU Cash as a normal user (which it did the first few times I run GNU Cash2.1.4).

How do I

Start quote

"Get the contents of the packaging/win32/ directory of gnucash svn ... and copy it to some directory on your windows machine"

so I can compile it myself?
