It turns out that on Windows XP, the config file must be located in
%APPDATA%\Subversion (in my case, the file is C:\Documents and
Settings\Charles\Application Data\Subversion\config)

Thanks for the attachment - that's what I needed and I'm now getting
properties automatically when I do an "svn add".

I think that being able to retrieve this information from the wiki would be
a good idea. In addition, perhaps the Windows "install.sh" script that
installs SVN automatically could also install this default "config" at the
same time.
