QIF importer cleanup patch (qif-parse.scm)

Here's a patch of miscellaneous updates to whitespace, comments, and
"display" text for qif-parse.scm (part of the QIF importer). I have
also corrected the default return value in the date parsing procedure,
qif-parse:parse-date/format. All parsing procedures should return #f
if the parsing fails.

The attachment named parsepatch.txt is the one to apply. The
attachment called parsepatch-w.txt is for human consumption only... it
is easier to read because it doesn't show all the whitespace changes.
