I followed the procedure in the README.

First "make pot",
then the msgmerge for the nl.po,
Do the actual translations,
And finally "make nl"

If I upload my htdocs working copy to my local (internal) webserver, the dutch 
translation works.

The updated nl.po and the corresponding .mo file were checked in in r18462:

I also verified the files are there in svn (via svn.gnucash.org). Would that 
mean the locale is not installed on the server ?
