FYO: changing OFX version from 102 to 103 breaks access to citigroup (secureofx2.bankhost.com) credit cards

I reported this at https://bugzilla.redhat.com//show_bug.cgi?id=481084
and they say "CANTFIX".

I found that the latest qbankmanager could still download stuff from
citigroup credit cards,
and that it used OFX version 102.
