It was on the right hand side in the top-level menu on the Develop page.
But yes, I am a project admin. However you shouldn't require that in
order to get to the File Manager page. I'll try to get you the direct
URL when I get online again (I'm writing this from the CDG airport, even
though you wont see it until I actually have network access again).
