libdbi-drivers always builds (no libdbdmysql.dll) -- Windows, SVN

That is very interesting...  It installs a libdbdmysql.a and a
libdbdmysql.la, but you're right, I don't see a libdbdmysql.dll

Hopefully Phil can look into that?
