Making a Budget Planning report

I'm looking for some sage advice on GnuCash before I try jumping in the 
deep end.  First a quick background.   I'm new to GunCash coming from 
Microsoft Money 2004.  2 things I really used in it that I can seem to 
find or aren't in GnuCash are "spending thermometers", and a budget 
planning report. 
  I've figured out a way around the "spending thermometers using the 
Monthly / Weekly budget reports, but I haven't figured out how to make a 
budget plan except by putting the values in a spreadsheet and seeing if 
they balance. 
  So what I'm looking for is a report if it exist in GnuCash that would 
allow me to see in one page what I've budgeted (including weekly, 
monthly...) and how that matches up with my planned income.  Doing this 
on a yearly basis would be a start, but I'd like to see it on a monthly 
level. 
    A Quick example would be:
       Budget Item                                                      
Expenses      Incomes      PerMonth
       Budget for Monthly Groceries:                         $100      
                               - $100
       Budget for Monthly Gas                                    $120   
                                  - $120
       Budget for bi-monthly Auto Maintenance:       $85               
                       -  $43.33
       Budget for Yearly Renter's Ins:                         $200      
                              -  $16.67
       Weekly Planned income                                           
              $150                + $600
       Balance --->   >                                                
                                                +$300.00


If this report already exists, then please let me know and I will be 
much appreciative.  If it doesn't exist.  Is this the type of report 
that an amateur could tackle?  (I have no experience with scheme, but a 
little with Java)
