The server shows:
-rw-r--r--  1 svn-mirror gnc-www  5943 2009-07-23 11:38 090723-2.3.3.news

i.e. the file permissions look good, the ownership looks good, the
size looks good, and the file hasn't been touched since the day
that it was posted. I skimmed the contents, looked like plain-old
ascii/html text like it should.

What's the actual diff?
