2.4 string freeze (was Re: Translate and/or adapt currency names? )

Since string freeze has been declared, we need discussion on whether
this goes into 2.4.0 or not.  Should I create a 2.4 branch with current
trunk so that I can start to cherry-pick changes and not stop
development?
