Thanks, Christian. Armed with that extra privilege, I able to quickly find the problem. The umask seems to be 022 from the shell and 002 from the web interface (I tested creating a directory in each), so when Phil created the 2.3.12 directory it was marked as 755 with him as owner -- which means in the absence of sudo (I tried) only he can manipulate it. I've passed this on to SF on the bug report with the recommendation that they change the umask to 002.

So I created a new directory 2.3.12.osx, uploaded the files there, and fixed up the permissions. Phil, would you please log into the server at your convenience and move the two files into the 2.3.12 directory and delete the 2.3.12.osx one?
