How to translate Windows Installer?

Could you tell me what encoding should I used for packaging/win32/gnucash.iss.in

I think it's supposed to be UTF-8, however, when I open the file in my
system, I found many lines, especially Greek translation part, turning
into gibberish. I think they may just save as ASCII, which is actually
their local encoding, rather than ASCII. So, the file may be broken
for encoding issue? Could you fix it?

And when I run the GnuCash installer, why I cannot see other language?
I can only see English and Greek as the option, where is other
language? My system is zh_CN, so all existing language should same to
my locale.
