Updated files for Latvian

Hello!
Please replace attached updated resource files for Latvian:
1. ../accounts/lv/acctchrt_business.gnucash-xea  -- fixed account type
for wizard
2. ../po/lv.po -- updated with new pot template from revision 19391,
translated few new and fixed few existing ones.
