2.4 postgres database issues

Right: They were bugs discovered with 2.3.17. I didn't get the database upgrade mechanism tested in time for 2.4, so it will be in 2.4.1. In the meantime, database users will have to hand-upgrade with a "save as" (which will write a new database).
