No difference in practice. Selecting File>New File closes the active QOF  session and opens the New Account Hierarchy wizard. Canceling the wizard leaves you with a blank session in which you can proceed to get a new (blank) account page and manually set up your accounts tree.

It would be nice if the blank session already had the empty accounts page open.

On OSX the wizard still shows up in the Windows menu after selecting "cancel", and selecting it in the menu crashes Gnucash. Sigh.
