I don't know if there's a bug# for it.  I have gnucash set up to open
registers in a new window (not a tab).  When I click to open a register
for the first time focus isn't in the date field of the blank split.
The blank split is highlighted, but if I type it doesn't go there
(indeed it doesn't go anywhere).

If I click into the date entry the the highlighting gets even darker and
then I can type into it.

If I tab a few times it ALSO will get focus into the date entry cell.
