Could anyone commit these patches for Windows build?

Hi,

Could anyone help me commit these patches for Windows build? It seems the
reason they are not committed is that it's necessary to remove some
directories on the build server to make the next build successful. Could
anyone here has the write permission on the build server can help me commit
these patches? I think they improved the Windows user experience. Thanks.
