The file can be utf-8, but it requires a special utf-8 prefix. I don't know 
the exact details, but remember Tao explicitly mentioned this when he 
submitted a patch for Simplified Chinese support.

I have added this prefix, and now it seems to work fine.

As I've just committed this change a couple of minutes ago, it will only be 
visible in tomorrow's nightly build.
