PATCH: Doxygen improvements

OK, second try at providing a cleanly-applying patch of various typo
fixes and additions to the doxygen comments in dialog-print-check.c .
Most of the changes are simply typo fixes; I also added descriptions for
some functions that lacked them, and a file header (otherwise all the
function comments will be mostly inaccessible).

If this is received well, I'll try and do some more.
