This sounds a little bit like the chargeback feature in the vendor
bills.  When you enter a vendor bill you can mark items specifically as
"Billable" back to a customer.  Then you can charge the customer based
on the item.

Note that this is not an inventory system; it's a 1:1 passthrough for
items you buy on behalf of a customer.
