2.4.0, what's left to do

The bugzilla list with "milestone = 2.4.0" contains only one more item:

Apart from this one (but it requires debugging of a third-party application on 
Windows, uh), no more issue is preventing us from releasing 2.4.0. Does anyone 
have additional things that need to be put on this list?
