2.4.0, what's left to do

There was talk of removing CSV import because of bugs.  I don't know what the 
status of that functionality is.

Apart from this one (but it requires debugging of a third-party application on 
Windows, uh), no more issue is preventing us from releasing 2.4.0. Does anyone
