2.4.0, what's left to do

That's already done. http://translationproject.org/domain/gnucash.html lists 
gnucash-2.3.16 as most recent pot.

That has not been done, but I doubt it is of much use. Feel free to "prod" the 
translators, but from my experience I'd rather say: Those translators who are 
currently active are already sending us their updates or have already done so, 
and the others won't send us anything regardless of being prodded or not. So 
IMHO there isn't much point in doing this. But if you (or someone else) 
considers this rather helpful, feel free to go ahead and contact them. Thanks!
