welcome to our project! Your ideas sound very good and would fit very well 
into our project. 

As you guessed correctly, indeed nobody is working on this issue right now. In 
addition to the bugzilla item, the same feature request is also noted in the 
uservoice website,

but in terms of your ideas, this just confirms the thoughts you already 
explained in your message.

In other words: Feel free to just start to implement some initial stage of 
that feature, and send a patch to here (or to bugzilla plus an additional 
announcement here), and we'll continue the discussion with the first prototype 
code at hand.  As a first step, I think your "Relative Adressing, storing 
links to files" would be a good start. Getting this part integrated into the 
GUI is already a major step in itself, regardless of where it will be stored.
