r20082 - gnucash/trunk/src - Disable building the plugins directory until windows build issues can be fixed

I can send the full list when I get home tonight, but from memory, they were 
undefined symbols:

gnc_plugin_get_type (from gnome-utils)
gncInvoice symbols (from engine)
gnc_plugin_bi_import_get_type - I'm not sure where this is.

The libraries are not included in LDADD
