A new release 2.4.8

I've uploaded the 2.4.8 windows binary to sourceforge (but haven't tested it). 
Additionally, I've created a 2.4.8 announcement for the website and committed 
it to SVN, so that it already appears on the site (and can be proof-read).

What's still missing:
- Upgrading the default release numbers in global_params.php, preferrably 
after someone confirmed the Windows binary is actually working
- Announcement e-mail
