AFAICT, no, not even dist.sh runs make check.

It fails with the rather cryptic message
  make[2]: Entering directory '/c/soft/gnucash/build/src/core-utils'
  You're building from SVN… But your build system is broken
  Don't do that.  Complain to your build-system creator.

Now, I happen to agree that MinGW *is* broken, but I don't think that the MinGW team agrees… and in any case I'd need to be a lot more specific.
