As a non-business it's not handled at all; and for a non-business why
should it be?

For businesses you can apply taxes via a Tax Table to each line-item in
an Invoice.  Each Tax Table allows you to define potentially multiple
taxes that get applied together (e.g. Canadian PST and GST).  However
for something like GA or CA where each locality has its own unique sales
tax you would need a unique Tax Table per locality.
