[2.5.5] HBCI menu missing

I have tried this in release 2.5.5 in Windows (English) and found that
when I am in an account that is already configured for online banking
the menu is available under Actions>Online Actions.  Otherwise the
functions are greyed out.

I think that is also the way it was in release 2.4.13.
