Indeed. Your patches didn't add the new directories to accounts/Makefile.am or configure.ac, so they aren't pulled into the tarball. I found two others, zh_HK and zh_TW, that were added back in 2007 but also not in the tarball. Fix pushed, they'll all be in the next release.
