I just tried it, and the link works for me in a web browser -- though the
actual download just now came from:

http://iweb.dl.sourceforge.net/project/gnucash/gnucash-docs/2.6.12/gnucash-docs-2.6.12.tar.gz

I think the 404 error happens because wget doesn't trigger the scripts on
the SourceForge site that redirect the download to a mirror with the actual
files.

I don't doubt that SourceForge might block direct access to the link above.
They have to serve up a screen full of advertisements, after all! ;-)
