[GNC-dev] GnuCash Bugzilla URLs -- /bugzilla or not?

Hi,

BZ is Perl, so no recompiling needed.
Changing that parameter is not sufficient.  Indeed, when I was testing it
was set without the added /bugzilla.
I think the issue is an Apache configuration issue.
