OK, graphical reports work when installing and running from the install dir.

After installing the script tag points to a reasonable location:
<script language="javascript" type="text/javascript" src="file:////usr/local/share/gnucash/chartjs/Chart.bundle.min.js"></script>

The GnuCash 3.9 that comes with openSUSE 15.2 uses another script
<script language="javascript" type="text/javascript" src="file:////usr/share/gnucash/jqplot/jquery.min.js"></script>

I am pretty sure that I built 3.9 also myself and that this worked from the build dir.

So I think it is likely that graphical reports stopped working from the build dir
when the reports were changed from jqplot to chartjs.

Is this a bug? Should I add this to bugzilla?
