[GNC-dev] Translation Project

Since the Translation Project was effectively supporting only four languages for GnuCash they have decided to withdraw their services. All of the languages formerly reserved for the TP translators are now enabled on Weblate. We'll have the translation instructions in the wiki (https://wiki.gnucash.org/wiki/Translation) updated in the next few days.
