[MAINT] unplanned network outage from ~8:00pm 6/16 to 3pm 6/17

Hi,

There was an upstream ISP issue that took down my network from around 8pm
last night through 3pm today (US/EDT).  No servers were harmed in the
process, just the pipe up.  I don't know what broke; it wasn't anything on
my property.

When I called them, they acknowledged there was an issue and their techs
were working on it with an ETA of 11am.  When I called this morning around
9:30, they changed the ETA to 2pm.  That 2pm ETA still held at 1pm, but it
didn't actually return until almost 3.

Everything should be back online now.
