howto submit patch

The webpage,

requests "makepatch" format.  A websearch on "makepatch" turned up:

Is that the correct code for making a patch?

Also, I looked at the archive at:
  http://lists.gnucash.org/pipermail/gnucash-patches/
but I couldn't see any attachments containing a patch; so,
I can't figure how a patch would be submitted.

I'd like to make a patch to correct the bug at:
  http://bugzilla.gnome.org/show_bug.cgi?id=95844
However, if there's some easier way, please let me know.
