Patch for enhancement request #121420

My wife requested that she be able to assign payments to particular 
invoices, so I got to work on it and found that someone else had 
requested it too, and Derek Atkins told me where to get started on it 
and where to submit the patch when I was done.  A year later I'm finally 
getting around to submitting my patch.  This was done against v1.8.7.  
The old way would just assign payments to a FIFO and I added a little 
selector that allows you to pick one invoice to assign to first, and any 
remaining balance flows down the FIFO as before.
