Add scrollbars to 'lot clist' in Lot viewer G2 version

Hi,

Attached you will find a patch (created with 'cvs -q diff -u') to add 
scrollbars to the list of Lots in the lot viewer. Without these scrollbars, 
the lot viewer window stretches beyond the screen if the list of lots is too 
long. This time the patch is against the gnome2 branch.

I also added a default window size and default position for the vertical pane 
divider, such that the window displays a bit nicer when opening. Resizing 
capabilities are left untouched, so the user can still resize, and 
reposition.

Note that the patch mentions 3 files as changed, although I only modified 2. 
The third gets modified by the autogen proces. (I am using
./autogen.sh  --enable-opt-style-install --enable-doxygen --enable-debug 
--prefix=/opt/gnucash
by the way to configure)
